How to Apply for Waiver Services
If you or a loved one are interested in receiving care through a Pennsylvania Medicaid Waiver Program, our team at Kie To Care is here to guide you every step of the way.
How to Get Started:
Contact the Independent Enrollment Broker (IEB):
Call 1-877-550-4227 or visit www.paieb.com to begin the waiver enrollment process.
Request an In-Home Assessment:
The IEB will schedule an assessment to determine eligibility and the level of care needed.
Choose Kie To Care as Your Provider:
Once approved, you can select Kie To Care Home Care as your service provider.
We will work directly with your Service Coordinator or Managed Care Organization (MCO) to start services quickly and smoothly.
Waiver Programs
At Kie To Care, we proudly partner with Pennsylvania’s Medicaid Waiver Programs to provide high-quality, person-centered care to eligible individuals across Western and Central Pennsylvania.
These waiver programs allow individuals with physical disabilities, chronic illnesses, or long-term support needs to receive services in their homes and communities — promoting independence, dignity, and comfort.

We are an approved provider under the following Home and Community-Based Service (HCBS) waivers:

ACT 150 Program
Provides in-home services to individuals with physical disabilities who do not qualify for Medicaid but require assistance with daily living. Participants can receive personal assistance services, non-medical transportation, and other supports that help them remain independent at home.
​
OBRA Waiver
Supports individuals with developmental or physical disabilities who are 18–59 years old. The OBRA Waiver helps participants remain in the community by funding personal assistance, respite, community integration, and transition services rather than institutional care.

Community HealthChoices (CHC)
We proudly contract with all three CHC Managed Care Organizations (MCOs):

The CHC program serves individuals 21 years or older who are eligible for both Medicare and Medicaid or have physical disabilities that require long-term services. Through these programs, participants gain access to personalized, coordinated care that meets their unique needs in a home or community setting.

Licensed Services Provided Under All Waivers
Our agency is licensed to deliver the following Office of Long-Term Living (OLTL) services:

Personal Assistance Services (PAS)
Hands-on support with Activities of Daily Living (ADLs) such as bathing, dressing, grooming, toileting, mobility, and eating — empowering individuals to remain independent in their homes.
​
Home-Delivered Meals
Nutritious meals prepared and delivered to clients who may be unable to cook or shop for themselves, helping maintain good nutrition and overall health.
​
Non-Medical Transportation
Safe and reliable transportation to medical appointments, therapy, grocery stores, senior centers, and community activities — ensuring access to essential care and engagement.
​
Employment Services
Job readiness, skill development, and ongoing support to help individuals with disabilities prepare for, obtain, and maintain meaningful employment in the community.

Community Integration
Encourages participation in community life by supporting social, recreational, and volunteer opportunities that enhance independence and personal growth.
​
Community Transition
Assists individuals in transitioning from a facility or nursing home back into the community by helping with move-in costs, supplies, and home setup.
​
Respite Care
Provides temporary relief to family caregivers through short-term in-home support, ensuring continuity of care and peace of mind.
​
Chore Services
Light household tasks and cleaning assistance to ensure a safe, sanitary, and comfortable home environment.
